U.S. to end war on medical marijuana in legal states

By James Vicini and Dan Whitcomb

WASHINGTON/LOS ANGELES (Reuters) - In a sharp policy shift, the Obama administration told federal attorneys not to prosecute patients who use marijuana for medical reasons or dispensaries in states where it has been legalized.

A Justice Department official said the formal guidelines were issued Monday to reflect President Barack Obama's views. The Bush administration had said it could enforce the federal law against marijuana and that it trumped state laws.

The decision was praised by activists in California, the first state to legalize medical marijuana in 1996. But concern remains among some medical and law enforcement authorities about hundreds of clinics said to be selling pot under the protection of state law and without regard to health.

A spokesman for California Governor Arnold Schwarzenegger issued a brief statement in which Schwarzenegger appeared to support the policy change:

"The governor believes it is appropriate for the federal government to focus their resources on criminal activity and securing the border," the statement said.

As a candidate during his presidential bid last year, Obama said he intended to halt raids of medical marijuana facilities operating legally under state laws.

After he took office in January, a Drug Enforcement Administration raid on a dispensary in Lake Tahoe, California, raised questions about whether he would follow that pledge.

A White House spokesman repeated Obama's view that "federal resources should not be used to circumvent state laws."

Stephen Gutwillig, California head of the Drug Policy Alliance, called the move a good first step.

"There is a fundamental need of patients to access marijuana as medicine right now," he said. "While it's great to see the Obama administration radically de-escalate the Bush and Clinton administrations' war on medical marijuana patients, more needs to be done to protect sick people and their caregivers."

Pentagon Closes Office Accused of Propaganda Under Bush.

By THOM SHANKER

WASHINGTON — A Pentagon office responsible for coordinating Defense Department information campaigns overseas has been abolished in an effort by the Obama administration to distance itself from past practices that some military officers called propaganda, senior officials said Wednesday.

Military and civilian critics said the office, the Defense Department office for support to public diplomacy, overstepped its mandate during the final years of the Bush administration by trying to organize information operations that violated Pentagon guidelines for accuracy and transparency.

Pentagon officials said the position of deputy assistant secretary of defense for support to public diplomacy had been eliminated, with the staff members reassigned and the office closed.

Senior Pentagon officials said the decision to close the office was made by Michele A. Flournoy, the new under secretary of defense for policy, and was meant to ensure that global communications efforts by the Defense Department and military would be aligned with the rest of the government.

“Because of the history of the office, we needed a fresh start in how we integrate the critical function of strategic communications across the board,” said a senior Pentagon official, who spoke anonymously to discuss a change that has not been publicly announced.

The office was created in 2007 to be the central point within the vast Pentagon bureaucracy and far-flung military to coordinate the Defense Department’s overseas information efforts with the rest of the government, in particular the White House, the State Department and American embassies.

But American military officers in Afghanistan in particular were angered last year by sets of “talking points” provided by the office for use in responding to queries on matters like civilian casualties. Officers who received the talking points predicted that the information would be seen by the Afghan public as blatant propaganda, and they refused to use them.

Officials said the Pentagon would now play a supporting role to the White House and the State Department in communicating government messages to foreign audiences, with the efforts no longer centralized in one place but assigned to each Pentagon policy office and regional military combatant commander.

Questions over the proper role of the Pentagon in public diplomacy have lingered since it was disclosed in 2002 that the Defense Department had created the Office of Strategic Influence; that office, a forerunner of the Pentagon public diplomacy office, was shut down after members of Congress expressed concerns that its behind-the-scenes efforts to shape public sentiment in wartime might undermine the military’s credibility.

Even in a supporting role, the Defense Department has far greater resources in money, trained communications personnel and broadcast and print technology than any other government agency or department.

Obama's New Drug Czar: Good News for Marijuana Advocates

Seattle Police Chief Gil Kerlikowske is reportedly Obama's choice for drug czar. He's overseen one of America's most pot-friendly cities. If he was cool with Hempfest in Seattle, what can we talk him into when he comes to Washington, DC?

Posted in Chronicle Blog by Scott Morgan - The Seattle Post-Intelligencer is reporting that Seattle Police Chief Gil Kerlikowske will likely be Obama’s nominee for director of the Office of National Drug Control Policy, commonly referred to as the drug czar. It appears that we may soon be faced with the most promising drug czar ever to occupy the position.

To be clear, Kerlikowske is not a friend of drug policy reform to any extent I’m aware of. What matters here is that I see no evidence that he is a vicious drug warrior of the sort commonly associated with the drug czar post. Given that ONDCP is mandated to oppose reform efforts and has typically embraced that role, a less confrontational and reefer madness-driven drug czar is really the best case scenario from a drug policy reform perspective.

Under Kerlikowske, Seattle has been a model for sensible marijuana policy, including the famous Seattle Hempfest at which the Seattle Police Department performs a public safety role while declining to make marijuana arrests. Following the passage of a 2004 lowest priority initiative, the city’s already-low rate of marijuana prosecutions fell even further, suggesting that Kerlikowske was responsive to the will of voters.

Obama Talks Troop Withdrawal

Asked whether a substantial number of troops would be home in time for next year's Super Bowl, Obama replied: "Yes"
Posted by Marcus Baram, Huffington Post
In a wide-ranging interview with NBC's Matt Lauer, President Barack Obama said that a substantial number of the 140,000 U.S. troops in Iraq would be home within a year, saying Iraqis were now ready to take more responsibility for their own security.
Asked whether a substantial number of troops would be home in time for next year's Super Bowl, Obama replied: "Yes. We are going to roll out in a very formal fashion what our intentions are in Iraq, as well as Afghanistan."
Obama also seemed to indicate that he intends to be proactive at engaging terrorist groups and insurgents in Iraq and Afghanistan: "We have to make sure we don't let up because there are people out there who want to do us harm."

Daschle Paid $100,000 in Back Taxes During Vetting

Wow...talk about a trend of Obama appointees: Tom Daschle, Obama's pick to lead Health and Human Services, paid around $100,000 in back taxes after his nomination to pay for a car and driver he was supplied but did not report as income.
By JONATHAN WEISMAN
Tom Daschle, President Barack Obama's choice for secretary of Health and Human Services, paid about $140,000 in back taxes and interest after questions surfaced during the vetting of his nomination, according to documents being prepared by the Senate Finance Committee. 'A bad first-day hit' for Daschle

By &
With President Barack Obama’s talking like the new sheriff of Wall Street this week, it seems like just the kind of thing he’d rail against – a rich political insider who doesn’t pay taxes on his limousine. Except that in this case, it’s Obama’s nominee for health and human services secretary, Tom Daschle. The White House said Saturday that Obama remains committed to Daschle’s nomination. A West Wing official twice stressed that Obama is dedicated to enduring the fallout—now the second politically embarrassing case of a high-level appointee failing to pay taxes. “Every nomination has bumps along the road but they handle it,” said this official. Sources close to Daschle said they’ve gotten reassurances from the White House that Obama was not wavering. “They knew it was coming and they’d have to take a hit”—and in this case, “a bad first-day hit”—said a person familiar with Daschle’s thinking.

Bush's Only Gift to America

By Robert Parry - George W. Bush’s gift to the American Republic may be that he has discredited a host of right-wing theories and practices – “trickle-down economics”; “self-regulating markets”; “tough-guy” foreign policy; the “imperial presidency”; and the notion that “government is the problem.”

As the United States gazes out on the wreckage of the past eight years – a $1.2 trillion (and growing) budget deficit, 7.2 percent (and rising) unemployment, two open-ended wars, a sullied U.S. image abroad, environmental degradation and a world that seems to be ripping apart – the hope must be that Bush has so tarnished these policies, which trace back to Richard Nixon and Ronald Reagan, that they will never be tried again.

If that is the lesson that the United States learns, then Barack Obama’s election truly could mark the end of an era and the start of something very different. However, if Obama and the Democrats fail to drive these lessons home – if they let bygones be bygones – they are courting a huge risk in that the same behavior could reemerge and the misjudgments could reoccur.

Obama on the Precipice: The Ten Worst Things He Could Do When He Takes Over

Despite the headline on this article, it includes clear, concise suggestions for positive actions Barack Obama should take on 10 major issues facing the United States.
By Don Hazen and Jan Frel and Joshua Holland and Liliana Segura and Tara Lohan and Heather Gehlert, AlterNet. Posted January 17, 2009.
What will Obama do, and how could he screw it up, given the fact that pretty much everything is riding on him getting things right the first time?

As Inauguration Day approaches, the citizens of this country are on the edge of their collective seats waiting to see who the real Barack Obama is, and how he will step up to address the worst economic crisis since the Depression. Adding to his burden, Obama is following George W. Bush, who may go down as the most failed and destructive president in history.
As a result, in addition to the financial disaster, Obama inherits two wars and a huge array of counterproductive policies perpetuated by conservatives over the past eight years, many of which are making the resolution of our current problems far more daunting. Obama may very well be facing the most difficult challenges any new president in history has ever faced upon taking office. By any measure, he has an incredibly difficult task.
Obama moves into the White House as a brilliant, attractive and popular figure, with enormous good will across the globe. But he immediately steps into a maelstrom of crises that have no clear solution, nor an obvious blueprint.

Obama camp 'prepared to talk to Hamas'

The incoming Obama administration is prepared to abandon George Bush's doctrine of isolating Hamas by establishing a channel to the Islamist organisation, sources close to the transition team say.
The move to open contacts with Hamas, which could be initiated through the US intelligence services, would represent a definitive break with the Bush presidency's ostracising of the group. The state department has designated Hamas a terrorist organisation, and in 2006 Congress passed a law banning US financial aid to the group.
The Guardian has spoken to three people with knowledge of the discussions in the Obama camp. There is no talk of Obama approving direct diplomatic negotiations with Hamas early on, but he is being urged by advisers to initiate low-level or clandestine approaches, and there is growing recognition in Washington that the policy of ostracising Hamas is counter-productive. A tested course would be to start contacts through Hamas and the US intelligence services, similar to the secret process through which the US engaged with the PLO in the 1970s. Israel did not become aware of the contacts until much later.
A UN resolution was agreed last night at the UN, calling for an immediate and unconditional ceasefire between Hamas and Israeli forces in Gaza. The resolution was passed, though the US, represented by secretary of state Condoleezza Rice, abstained.
Richard Haass, a diplomat under both Bush presidents who was named by a number of news organisations this week as Obama's choice for Middle East envoy, supports low-level contacts with Hamas provided there is a ceasefire in place and a Hamas-Fatah reconciliation emerges.
Another potential contender for a foreign policy role in the Obama administration suggested that the president-elect would not be bound by the Bush doctrine of isolating Hamas.
"This is going to be an administration that is committed to negotiating with critical parties on critical issues," the source said.

Obama's Bay of Pigs

By Michael Carmichael - January 05, 2009 - "Information Clearinghouse" -- The volcano is erupting, and the lava pouring forth is a bold and deliberate challenge metaphorically slapping the face of President-Elect Barack Obama. The architect of Obama’s challenge is, of course, Lame Duck President George W. Bush.

During the US presidential campaign, Vice-President-Elect Joseph Biden predicted that Obama would be tested. “Mark my words. It will not be six months before the world tests Barack Obama . . . Gird your loins,” Biden said while addressing a fundraiser in Seattle. Today, Biden seems like the proverbial prophets of the Old Testament uttering their dire predictions of imminent catastrophe for the people of Israel precipitated by the troubling policies of their monarchs. Even Biden did not conceive that Obama’s challenge would be the Parthian shot of a disgraced lame duck that could be morphing into Obama’s Bay of Pigs.

History appears to be repeating itself. In 1960 during the presidential campaign, JFK received top secret briefings from the CIA and Secret Service that informed him about US plans to back a counter-attack against Fidel Castro’s forces in Cuba manned by anti-Castro Cuban exiles marshaled into guerilla forces based in Florida and Guatemala. The plan for the attack was the product of the Director of Central Intelligence, Allen Dulles, and Eisenhower’s designated White House liaison for the CIA, then Vice-President Richard Nixon. The Top Secret briefings presented the anti-Castro invasion to JFK as a fait accompli, and as a candidate for the presidency, he had no power to veto it.

After his inauguration, JFK scaled back US military involvement and the operation floundered on the Cuban beach engraved into the collective consciousness of that era as a massive military debacle known as The Bay of Pigs. JFK accepted the blame for the fiasco, and he ordered the retirement of Allen Dulles, Charles Cabell and Richard Bissell who bore responsibility for the failure. In the aftermath, JFK ordered the reorientation of the CIA that shifted from covert operations that produced searing blowback under Dulles to policing the non-proliferation of nuclear weapons under John McCone, the former head of the Atomic Energy Commission.

While it might seem uncanny, a similar scenario is now unfolding in Gaza. A counter-terrorist operation involving US military materiel and foreign troops is taking place before the inauguration of the next president, and there are some striking similarities between the Bay of Pigs and the Gaza War for the origins of both stem from the secret chambers of the previous administration.

Last Saturday, the Israeli Air Force launched its attack on Hamas via its aptly named Operation Cast Lead, a phrase from a popular children’s song during Chanukah to, “cast lead dreidels.” The dreidel is a four-sided spinning top, the favorite child’s toy during Chanukah. Sixty Israeli military aircraft including both F-16s and Apache helicopters are not dropping lead dreidels on the inhabitants of Gaza -- they are dropping high-tech 250-pound bombs provided by the “foreign aid” program of the Bush government courtesy of the United States of America.

The giant US arms manufacturer, Lockheed-Martin, produces the F-16 “Fighting Falcon” at costs of $70 million per fighter, while McDonnell-Douglas produces the Apache helicopters at an average unit cost of a paltry $14 million per unit. Boeing produces the GBU-39 Small Diameter Bomb (SDB) at a cost of $70-90,000 each. In the first phase of Operation Cast Lead, fifty Israeli Air Force (IAF) F-16s dropped one hundred US-built bombs on 50 targets in Gaza. It should be noted that Hamas does not have an air force, nor supersonic bombers, nor attack helicopters, nor high-tech bombs so the current conflict has no pretensions of being a just war. It is naked aggression – nothing more, nothing less.

In contrast to the high-tech US-manufactured arsenal generously provided to Israel courtesy of American taxpayers, Hamas uses outdated and ineffective Katyusha and Qassam missiles. The Russians developed the Katyusha in 1941 as an un-guided artillery shell sometimes described as a multiple rocket launcher. The Qassam is a crude and inexpensive, home-made unguided rocket or ‘missile’ from 3-7 feet in length bearing a small explosive charge that works like a fourth of July rocket from a Chinese fireworks factory.

The official rationale for the 2008 Gaza War suggests that the massive military operation is a response to the end of the agreement for a six-month truce between Israel and Hamas that officially concluded on December 19th. Both sides claim violations of the truce. The government of Israel argues that a palpable escalation of rocket fire from Gaza killed one Israeli civilian and triggered the current crisis.

In contrast to the official Israeli rationale, Palestinians, Israeli journalists, Israeli writers and Israeli peace activists trace the breakdown of the truce to an Israeli Defense Force (IDF) military operation that raided a tunnel between Gaza and Egypt and led to the deaths of six Palestinians as the tipping point that precipitated the subsequent escalation of rocket fire from Gaza. On the fifth of November the morning news reported that Barack Obama had been elected to replace George Bush, and on that very day the IDF raided the tunnel killing six Palestinians in the process. In the aftermath of the tunnel raid, Hamas escalated rocket fire ultimately resulting in the death of one Israeli prior to the launch of Operation Cast Lead.

Last June, President Hosni Mubarak of Egypt brokered the six-month truce agreement that began on June 18th and expired on the 19th of December. Last week, Prime Minister Tzipi Livni informed Hosni Mubarak that Israel would strike Hamas in retaliation to the rocket fire. Reports in Israel confirm that military planning for the current operation began six months ago, at the beginning of the truce. Less than two months into the truce, the New York Times reported the US would speed up delivery of high-tech bombs to Israel. On the first day of the Israeli assault more than 200 Palestinians died making it the bloodiest day of the Arab-Israeli conflict since the Six Day War of 1967.

In televised statements from Bush’s official spokesman, Gordon Johndroe, it is clear that the US is supporting the Israeli attack on Gaza. In a tremulous voice, Mr. Johndroe addressed a hastily assembled press conference in Crawford, Texas. In brief comments punctuated by “Ummms” and “Ahhhs,” Johndroe justified the conflict by the refusal of Hamas to accept the right of Israel to exist.

From his podium in Crawford, Johndroe intoned, “Hamas has a choice to make. Right now they are choosing to be a terrorist organization that fires rockets into Israel. That is not going to lead to a ceasefire.”

From Johndroe’s statements, the position of the US is sharp and clear. The people of Gaza must not defend themselves against the IAF bombardment or any future IDF ground assault. Through Johndroe’s statements, Bush has issued an ultimatum to the Palestinian people to restrain them from their natural compulsion to defend themselves against armed aggression. Bush’s policy is now perfectly clear, Palestinians will suffer even more severe punishment than Operation Cast Lead via the IDF – the forceful re-occupation of Gaza as a last gasp of Bush’s neoconservative hubris.

Johndroe revealed that President Bush was constantly monitoring the situation while conferring with Vice-President Cheney. During the Lebanon War of 2006, Vice President Cheney maintained close communications with the IDF in their assault that resulted in an embarrassing outcome for Israel for they did not achieve their principal objective of destroying Hizbullah, the armed Pro-Palestinian political faction in Lebanon. In the government of Lebanon, Hizbullah’s political strength is growing in both the parliament and the cabinet.

It now seems likely that the Gaza War will be counterproductive. Hamas will emerge more popular than before the US-backed Israeli attack. Five months after the failure of The Bay of Pigs, Che Guevara wrote a letter to JFK thanking him for the attack and stating that it strengthened the popularity of the revolution in Cuba.

Demonstrating the decline of US influence that has fallen off a cliff during the Bush presidency, the rest of the world is condemning the US-backed Israeli operation. Public protests against the Israeli attack began on Saturday morning when 1,000 Israeli protesters challenged the bombing of Gaza in a demonstration in front of the Ministry of Defense in Tel Aviv. Today, a wave of public protest is sweeping across the globe from Turkey to Pakistan in the Middle East to leading cities in Europe, Asia and the Americas – people are convulsed in a cascade of criticism aimed at the disproportionate attack. In several major cities, hundreds of angry protestors are surrounding Israeli embassies to demand an immediate cessation of hostilities. This Saturday, there will be a major demonstration in London’s Trafalgar Square.

However, statements from Israeli officials have made it clear that the confrontation will not end soon. Speculation is mounting about an Israeli ground assault to re-occupy Gaza and reverse the bold policy of Ariel Sharon who ordered the IDF withdrawal in 2005. This tactic is shaped by anticipation of a new foreign policy that will be unveiled by President-Elect Obama after he takes the oath of office in January.

Obama Fires 90 Top Bush Loyalists At Pentagon

Sec. Gates to keep much of his staff, but Obama lets 90 top Bush loyalists go.

By Sam Youngman - Despite keeping Defense Secretary Robert Gates in the Pentagon, President-elect Obama’s transition team informed 90 Bush appointees their services will not be needed after Inauguration Day.

Scott Gration, a senior official on Obama’s transition team, called and emailed several of President Bush’s Pentagon appointees about 10 days ago to inform them they were being dismissed. Those calls and emails were followed up by an email from Jim O'Beirne, the special assistant to the secretary of defense for White House liaisons, who expressed exasperation that Gration informed the employees directly instead of letting O'Beirne's office know first.

"With regard to the process, I am unable to provide an explanation," O'Beirne wrote on Tuesday in the email, which was obtained by The Hill. "I played no part in it, and I will not speculate why matters were handled as they were."

A spokesman for the Pentagon said Gates was "absolutely satisfied" with the way the transition was handled.

Gates "is sensitive to the fact that a number of appointees will not be able to stay on after [Jan.] 20th," Defense Department spokesman Geoff Morrell said. He noted Gates did request many appointees stay on and the "Obama team was able to cooperate."

But O'Beirne made it clear in the email that in some cases of dismissal, he thinks the employee's politics played a role in their being let go.

O'Beirne said that Gates had "sought to keep virtually his entire team in place pending the availability of Obama replacements."

Out of roughly 250 political appointees, 90 were dismissed

Experts: Possible Terrorist Strike with a Nuke by 2013

By Alexander Zaitchik, AlterNet - There’s no way around it: nuclear weapons are scary. Will fear drive Americans away from Obama’s arms control agenda?

"Megaterror Attack Likely By 2013, Say Experts." It's a good bet this headline caused thousands of Americans to stop in the tracks of their morning routines.
Even by the tough post-9/11 standards of a.m. bummers, it was a gulper. On Dec. 4, the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism convened a press conference to declare that our margin of safety against an act of megaterror is shrinking at a disturbing clip. The commission also issued a book-length study, World at Risk, which concluded, "unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013."
