A few other factors to consider here:
--The U.S. Taiwan Relations Act of 1979 stipulates that the United States will "consider any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, a threat to the peace and security of the Western Pacific area are of grave concern to the United States" but does not mandate that the United States intervene in these situations.
–During the first week of September at the Sydney, Australia Asia-Pacific regional summit President Hu Jintao told President Bush that the next two years will be a time of “high danger” for Taiwan, as the island republic prepares again to apply for a seat in the United Nations. “This year and next year are a period of high danger for the Taiwan situation,” Mr. Hu told Mr. Bush in bilateral talks, according to a Chinese Foreign Ministry spokesman. “We must give stronger warnings to the Taiwan authorities,” Liu Jianchao quoted the Chinese president as saying. “We cannot allow anyone to use any means to split Taiwan from the motherland.” http://www.washingtontimes.com/article/20070907/NATION/109070093/1002 --President Bush said today he would attend an event next week with the Buddhist Dalai Lama. This is a provocation to China which is unlike President Bush. Bush throws down gauntlet to China with Dalai Lama meeting --China said it had completed a nation-wide system of integrated air defense radars to protect "all of China's airspace." China Announces Gains in Air Defense --Taiwan has talked a lot about increased funding for self defense but has not done much.
