There are at least two goals for H.R. 1955: 1) Chill domestic free speech by loyal, law abiding individuals or as the authors might have thought: "We're sick and tired of all these l accusations. Let's give them something to think about for a change. When they make such accusations, they'll have to think about being tagged as a terrorist.
