Dick Cheney denounced the Georgia war as evidence of a pattern of “troublesome and unhelpful actions.” He offered no new proposals, but described the conflict as a new test for NATO that required a unified response. Russian president Dmitri Medvedev dismissed Cheney's criticism and said "confrontation was not our choice."
